In order to promote trade and economic growth in Azerbaijan and to improve quality of transport, the Azeravtoyol state concern needs to be more efficient and to comply with the envisaged new structure of the transport sector.  The project aimed at restructuring and reorganizing the road infrastructure administration, in order to increase efficiency and sustainability of road sector investments. Among others the following issues were addressed: road classification, road data, PMS, road user charges, financial system, quality assurance system and road safety enhancement.
